City Manager's Office

Overview
The City Manager is appointed by the City Council to serve as the Chief Executive Officer of the City. He is responsible for the overall management of the City and carries out the policies of the City Council. The City Manager also serves as the General Manager of the Sallisaw Municipal Authority.

About Clayton E. Lucas II

Clayton E. Lucas II currently serves as the City Manager of Sallisaw. He was appointed in May 2015. Clayton began his career in local government service in 2000 as the Assistant City Planner of Lindsay, California.  Since that time he has been employed by local government agencies in California, Utah and Missouri serving in the positions of:

  • City Administrator
  • Assistant City Manager
  • Director of Personnel
  • Director of Administration
  • Management Analyst
  • City Planner
  • Assistant City Planner
  • Police Sergeant
  • Police Officer
  • Firefighter

Clayton received his Bachelor of Arts degree from California State University, Fresno (Fresno State) in Geography and Master of Arts degree in Public Administration (MPA) from Pennsylvania State University.  He is a 6th generation Oklahoman and a 3rd generation native of Sallisaw.  Clayton and his wife, Lora, have five children.
